The incident commander is the person who takes overall responsibility for managing an incident. This includes writing the incident briefing, drafting and approving all timelines, and assigning appropriate resources to support the initiative.
The Unified Command (UCD) is a set of teams that work together to reduce incidents by sharing information, planning activities and creating a coordinated response. The UCD’s members are usually Incident Commanders and Incident Response Forces (IRF). The UCD serves as a central point for all Incident Commanders at a Joint Task Force or within an Area of Operations (AO). While most incidents are managed by one or more local Incident Commanders and their IRFs, in some situations it may be necessary to have multiple leaders in order to coordinate efforts between multiple organizations.
