Article I, Section 7 of the Constitution is titled “all bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other bills.” This sentence begins with an absolute rule: bills for raising revenue must start in the House of Representatives. This is different from most bills, which start in the Senate. The sentence then creates an exception to this rule: the Senate can propose changes to revenue bills.
